What are the regulations for dental supplies?

Dental supply regulations depend on the product, risk classification, intended use, and destination market. Requirements may cover device registration, quality systems, labeling, technical documentation, clinical evidence, and post-market surveillance.

Answer

Dental instruments, materials, equipment, medicines, and infection-control products are not regulated under one universal dental-supply rule. Each product is assessed according to its intended use, risk, composition, and regulatory category.

In the United States, dental devices are regulated by the FDA under the Federal Food, Drug, and Cosmetic Act and classifications in 21 CFR Part 872. Depending on the product, requirements may include establishment registration, device listing, labeling controls, premarket notification through a 510(k), or premarket approval. Since February 2, 2026, FDA-regulated device manufacturers have been subject to the Quality Management System Regulation, which incorporates ISO 13485-based quality-management requirements.

In the European Union, dental devices are governed by Regulation (EU) 2017/745.

Applicable obligations may include:
• Device classification
• Conformity assessment
• CE marking
• Technical documentation
• Clinical evaluation
• Unique Device Identification
• Post-market surveillance
• Authorized representation for non-EU manufacturers

Dental anesthetics and other medicinal products follow pharmaceutical regulations. Disinfectants, radiation equipment, personal protective equipment, and workplace-use products may fall under additional regulatory frameworks.

Manufacturers, importers, and distributors must confirm the rules for each product and destination market. A certificate suitable for one dental supply does not automatically establish compliance for another.
